Buying property in Lithuania as a foreigner

Whether you can buy depends on your nationality and on what you buy: Lithuanian law restricts foreign buyers mainly where land is concerned. The purchase itself runs through a notary and the Centre of Registers (Registrų centras), and you can verify the property's data from abroad before you pay a deposit. Who can buy what

The limits on foreign ownership are set for land. They come from the Constitutional Law implementing Article 47 of the Constitution and, for farmland, a separate law on the acquisition of agricultural land. Which foreigners may acquire land, of what kind and under which conditions depends on the buyer's country and on the land: agricultural and forest land carry extra conditions.

The original 1996 text of the Constitutional Law is available in English translation. It has since been amended, so we do not summarise the current conditions here. Whether you personally may buy a given property, including a flat or house together with its plot, is a question for a Lithuanian attorney (advokatas) or the Centre of Registers before you pay anything.

Does buying give you a residence permit?

Buying property in Lithuania does not by itself grant a residence permit. The residence routes we found are based on work or business. Deloitte's overview describes the business routes, and its thresholds differ between versions, so we quote none. Check the current conditions with the Migration Department before you plan around a permit.

The process in five steps

  1. 1. Reservation and deposit. If the seller asks for a deposit or advance, the terms are set in a written agreement. Have an attorney read it before you pay, and verify the property first (see below).
  2. 2. Notary. Sale-purchase agreements are authenticated by a notary, who checks the parties' capacity and free will (Chamber of Notaries). Ask the notary for the written cost and the documents needed.
  3. 3. Power of attorney, if you are abroad. Notaries also authenticate powers of attorney. Notaries issue the Apostille on eligible documents, and the Chamber of Notaries announced electronic apostilles in February 2026. Which formalities apply to a document signed abroad is for the notary to confirm.
  4. 4. Registration with the Centre of Registers. For real estate the notary sends the registration application to the Centre of Registers electronically, so you need not attend. The Centre operates the real property register under Ministry of Justice supervision, and access to its data is paid (e-Justice).
  5. 5. Taxes and fees. Notary fees, registration fees and any taxes depend on the transaction. We quote no figures. Ask the notary and your attorney for a written estimate before you sign.
